Mgr. Phelan was for many years the Diocesan Chair of the Education Service as well as parish priest at St. Paul’s (Outside of the Walls), Lenton Boulevard. Many will remember him as a beloved parish priest. He was also for many years, a member of the Diocesan Chapter (The Eleven Chapter Canons who advise the Bishop) and more recently parish priest of Our Lady of Lourdes Church, Ashby de la Zouch from where, after ill health, he retired. Mgr. Phelan’s funeral will be received with Vigil Mass at 7.00 pm on Monday 3rd February, at Our Lady’s, Ashby de la Zouch, prior to Requiem Mass at 11.00 am the following day. (LE65 2GL)
